first i made the circle using ellipse tool. then i made the frame by putting a stroke around the clock. after that i added the numbers. after that i used circular rectangle tool to put the ticks.then i used custom shape tool to put the arrow. then i made multiple versions of the arrows. then i went to timelapse and frame animation and open and closed needed layers.
